REGISTRATION REQUIREMENTS
In order to be qualified to register to vote, you must :

  • Be a citizen of the United States
  • Be a resident of Virginia
  • Be at least 18 years of age by the next general election
  • Not be a convicted felon or have had your voting rights restored
  • Not have been declared mentally incapacitated or have had your disabilities removed

Registration closes 29 days prior to any general election. You can register in person at the General Registrar’s Office, public assistance agencies such as the Department of Social Services or the Department of Health in the Commonwealth, Department of Motor Vehicles, military recruitment offices or through the mail. A Virginia Voter Registration Application can be downloaded from the Virginia State Board of Elections website (www.sbe.state.va.us). (This will require the Adobe Acrobat Reader.) You may then print the application, complete all required information, sign and mail to this office. Completed application forms are not accepted by fax. The application requires basic information – full legal name, date of birth, social security number, residence address, mailing address (if different from residence address), affirmation of US citizenship and VA residency, affirmation of not being a convicted felon (or proof of voting rights restoration), and affirmation of mental competence (or proof of restoration of mental capacities) as well as previous voter registration information. Mailed registration applications must be postmarked by the final day of registration prior to any election. A Virginia Voter Card will be issued once your registration information is processed. You can expect to receive your voter card within two weeks of submitting a completed registration application.

Any change of name or address should be promptly reported, either in person or by mail. This information must include your legal signature in order to be valid. Once the change is processed, a new Virginia Voter Card will be sent to you by mail. A duplicate voter card can be requested if the original is lost or destroyed.

ABSENTEE VOTING
If you are going to be away from your assigned polling place on any election day, you may qualify to vote by absentee ballot. Absentee voting is permitted for:

  • A student attending any institute of higher learning or the spouse of a student;
  • An individual who will be away for business or personal business/vacation;
  • An individual who commutes to work and is away from his home for 11 or more hours between 6:00 a.m. and 7:00 p.m.;
  • An individual with a disability or illness or the primary caregiver of an individual with a disability or illness;
  • An individual who is confined awaiting trial or confined as a result of a misdemeanor;
  • An election official;
  • An individual with a religious obligation;
  • An individual who is in the military or the spouse or dependent of a military person or
  • An individual who is regularly employed outside the continental United States or the spouse or dependent of such an individual

    Voting by absentee ballot can be done in person at the General Registrar’s Office or by mail. An Absentee Ballot Application must be completed prior to receiving a ballot. If voting in the Registrar’s Office, the process is done in one step. Voting absentee by mail requires that the completed, signed application be returned to the office before a ballot set can be mailed. The last day to receive an absentee ballot application by mail is five days prior to the election; the Saturday immediately preceding the election is the final day to vote absentee in person.
